Look closely at the picture and you will see the sweater has a length of knitting on each side of the high waist. These are the 'tabs'. 'Knit back to same pattern as front' means he back is knit exactly like the front. Knit one for the front and another for the back of this summer top.

I I don't understand what the "tabs" are in this pattern. The instructions read "knit back to same pattern as front. Anyone out there that can explain it to this beginner?

How come you cant download this pattern?

not sure what you mean by not being able to download-if you go to "click here for pattern" it takes you to the pattern web site-from there you can review, copy or print the pattern. downloading patterns and keeping them on your computer is actually illegal without the consent of the designer and most simply won''t allow it. hope this helps. happy knitting.
