Nice cowl. The instructions are wrong however. It should be c16 instead of C8. Usually when it says C8, that is the total amount of stitches involved. If you do that it will not add up to 74 which is the total amount of stitches in the row. If you put 8 on the cable needle, knit the next 8 and then the 8 from the cable needle, it makes for a looser cable as seen in the photo. Two of them in a row and the total will then add up to 74. Otherwise a nice cowl. I am going to make it.
