fabulous pattern and easy to work

I am working on the first part, the hat, and got to Row 35 - the number don't make sense and I can not continue! It says slip 24 sts onto right needle, then working up middle I following directions for Row 35 - the next row says P13 but there are only 12 sts. If I continue in pattern for Row 37 I can not complete Row 37 because the numbers don't add up.

I want to know how you can say cf4= place 2 sts on cable needle and k2, then k3 sts off cable needle when you only put 2 sts on the cable needle? Please explain.

On this page you list size 13 or 9mm needles and on the pattern you say to use 9mm needles. This page says 5 skeins of yarn and on the pattern page it say 3 which is it?
